The 1997 report of the Westray Mine inquiry contained a number of findings regarding the mining and mineral development responsibilities of the Nova Scotia Dept. of Natural Resources. In response to the report findings and consequent recommendations, the provincial government initiated a review of the Dept.'s Mineral & Energy Branch with the object of establishing an efficient and responsible mechanism for the supervision and husbanding of the province's mineral and energy resources. The contents of this report follows the review terms of reference. It defines the duties and responsibilities of the Branch; recommends an organizational structure; identifies the formal linkages which must exist between the Branch and other units of the Dept., and other departments and agencies of the government; identifies qualifications which Branch staff should possess to effectively carry out their duties; and identifies gaps and training required to meet the necessary qualifications. In addition, the report defines programs that should be delivered and specifies an implementation plan for the necessary changes.
